Governo de SP assina contrato para conclusão total do Rodoanel

O governador Tarcísio de Freitas autorizou nesta quarta-feira (9) a assinatura do contrato de concessão do Rodoanel Norte, na modalidade parceria público-privada (PPP), após leilão em março. Ganhadora do certame, a Via Appia FIP Infraestrutura será responsável pelo término do empreendimento orçado em R$ 3,4 bilhões, além da manutenção e operação do trecho por prazo de 31 anos. A entrega que conclui totalmente o anel viário da Grande São Paulo está prevista para o segundo semestre de 2026, com geração de 15 mil empregos.

“É um momento importante e finalmente damos os próximos passos para cumprir um compromisso que é a conclusão do Rodoanel que, com certeza, vai atender muito ao estado de São Paulo. É um empreendimento extremamente importante e relevante e que vai mobilizar muito capital, investimentos, obras e gerar muito emprego. Mas, sobretudo, vai facilitar muito a logística nos próximos anos”, afirmou Tarcísio.

A assinatura do contrato contou também com a participação dos secretários estaduais Rafael Benini (Parcerias em Investimentos) e Natália Resende (Meio Ambiente, Infraestrutura e Logística), do diretor-geral da Agência de Transporte do Estado de São Paulo (Artesp), Milton Persoli, e de executivos da Via Appia.

O consórcio vencedor ficará responsável por investir R$ 2 bilhões para a finalização das obras, além de mais R$ 324 milhões para a implantação de projetos auxiliares. No segundo critério de classificação, que foi o desconto do aporte do Governo de São Paulo, houve abatimento de 23,10%, restando uma subvenção estimada de R$ 1,07 bilhão para o Estado.

A partir da assinatura do contrato, em um mês haverá a assinatura do Termo de Transferência Inicial e o subsequente início de prazos para execução de obras. A concessionária terá um período de pré-construção, de até um ano, para concluir todos os levantamentos necessários para reassumir as obras.

A verificação vai abranger trechos sem conclusão de serviços e condições dos segmentos já executados para detalhar o que precisará ser refeito ou recuperado, entre outros dados técnicos. As informações serão empregadas nos projetos executivos das intervenções até a entrega de todo o Rodoanel Norte, no segundo semestre de 2026.

“O Rodoanel Norte é o segundo projeto que assinamos dentro do PPI [Programa de Parcerias de Investimentos] e o primeiro projeto inteiramente de free flow, que é um programa que a gente pretende implantar para o estado inteiro. A previsão é de um ano de projeto e dois de obras, mas já estamos conversando com a concessionária para antecipar o máximo possível as obras” , declarou o secretário Rafael Benini.

Além disso, haverá investimento de R$ 1,8 bilhão ao longo da concessão para operação e manutenção da via. A supervisão ficará a cargo da Artesp.

Deságio de 100%

A proposta vencedora apresentou deságio – desconto sobre o valor a ser pago pelo Governo do Estado – de 100% pela contraprestação dos serviços públicos de operação, manutenção e realização dos investimentos necessários para a exploração do sistema rodoviário por 31 anos. O valor estipulado no edital era de R$ 51,4 milhões anuais.

O Rodoanel Norte terá 44 km de extensão no eixo principal, com três ou quatro faixas por sentido, passando por São Paulo, Arujá e Guarulhos. As melhorias preveem a construção de sete túneis duplos, 107 obras de arte especiais, quatro paradas para cargas especiais, duas bases do Serviço de Atendimento aos Usuários, dois postos de fiscalização e instalação de duas balanças de pesagem e câmeras de monitoramento, além de serviços de ambulâncias, guinchos, caminhão pipa e inspeção de tráfego.

O empreendimento deve reduzir a circulação diária de cerca de 18 mil caminhões na capital e dar mais rapidez para cruzar a Grande São Paulo no acesso a Santos. Também estão previstas melhorias ambientais, como a redução de 6% a 8% na emissão de dióxido de carbono veicular na região metropolitana, o plantio de árvores em área total de mil hectares e a implantação de travessias de fauna.

Cronograma respeitado

O leilão do Rodoanel Norte aconteceu em março deste ano, na sede da B3, na Capital. O prazo mais longo para a assinatura do contrato se deveu a recursos apresentados pela segunda colocada na disputa, atrasando o fim do processo licitatório. Após a análise dos requerimentos, o acordo foi firmado dentro do prazo estipulado no edital, que previa a extensão do período de assinatura por 30 dias, prorrogáveis por igual período.

Modelo

A licitação foi na modalidade concorrência internacional. O modelo de PPP proporciona economia aos cofres públicos e projeta uma perspectiva de menor tempo de execução e finalização das obras. O vencedor do certame será remunerado por um pagamento anual de contraprestação pelo Estado e das receitas recebidas via pedágio.

Tarifas

O Rodoanel Norte terá uso exclusivo do sistema free flow (fluxo livre), tecnologia com sensores que calcula a tarifa por quilômetro rodado. Com isso, é eliminada a necessidade do motorista parar em praça de pedágio, com consequente redução do tempo de viagem.

O sistema funciona da seguinte forma: quando o veículo passa pelo pórtico, as câmeras com tecnologia OCR (Optical Character Recognition, na sigla em inglês, ou Reconhecimento Ótico de Caracteres) fazem a leitura das imagens frontal e traseira das placas. Um scanner a laser faz a identificação e o dimensionamento dos veículos em tempo real, capturando as características como altura, largura, comprimento, trajeto e velocidade de carros, motos, ônibus, entre outros parâmetros.

As antenas de identificação de TAGs e as câmeras de monitoramento complementam as informações, que são enviadas para um sistema central, responsável por receber e processar todos os dados. Os usuários que possuírem TAGs farão o pagamento automático. Aqueles usuários que não possuírem TAG pagarão a tarifa posteriormente, por meio de plataforma digital a ser implementada pela concessionária.
